Clinical Program Manager

Location: Portland - Parry Center for Children
Program/Department: Residential - Phoenix (West 2)
Schedule: Full Time - Monday thru Friday 9am-5pm

Job Summary:  Responsible for managing assigned programs and overseeing activities in assigned programs to ensure the safety, security and most effective treatment of clients, including the assignment and allocation of staff and other resources. Supervises, directs, guides and consults with program staff in the provision of services.  Ensures the timely development of Individual Plans of Care and directs and oversees implementation, review and revision of the plan. Assesses staff development and training needs and participates with the Vice Presidents of Community and Residential Services, other supervisors and the Human Resource Directors in the development, coordination and presentation of staff training and development activities.  Serves as a critical two-way communication link between Trillium Family Services leadership and program staff. Assists in the preparation of, and is accountable for, compliance with budget for the cost center.  Partially accountable for control of capital assets, long-range operational and strategic planning.  Position may require availability to respond to emergencies.  Job is demanding with frequent deadlines, meetings and interruptions.

Supervisory Skills: ability to provide clinical and administrative supervision of assigned staff, providing disciplinary intervention up to and including termination as needed. Supervision should include a focus on developing mastery of their essential duties, responsibilities, and competencies as well as ongoing professional development. Will provide individual and group supervision to all direct reports and maintain documentation of such as per regulatory requirements.  
Clinical Skills: Ability to complete all tasks outlined in the Child and Family Therapist job description and use clinical judgment to guide and supervise the treatment interventions of clients in the program.  
Focus on Professional Development: including being licensed or actively working toward licensure, staying current on all required trainings, seeking out additional trainings to improve clinical skills in evidence based practices, showing a willingness to learn, and demonstrating a commitment to cultural awareness, take the licensure supervisor course in order to be able to provide clinical supervision.  
Program Development and Evaluation Skills: Ability to lead and foster skills in staff members to best serve clients in the program and evaluate when changes are necessary for client treatment needs, facilitating supervisory growth in program staff, synthesize clinical and program needs.  
Training and Teaching Skills: ability to effectively train program staff on interventions, agency protocols, and other critical components of the program, skills and knowledge to facilitate official agency trainings as appropriate.  
Ability to be Flexible and Adapt to needs in the program: conduct intakes as needed, cover portions of rotating 24 on-call responsibilities per campus system, carry a client caseload as needed, cover Clinical Responder duties per campus system, ability to prioritize duties when multiple critical tasks are present  
Organization/Administration Skills: ability to create reports and present data as needed, audit charts, review and sign all assigned documentation for program, manage program budget, monitor program scheduling and overtime usage  
Risk Management Skills: adheres to risk management procedures, protocols, policies, and interventions related to high risk client behavior. Ensures subordinates can demonstrate understanding of risk management by verifying completion of required trainings, maintaining training compliance, and demonstrated observations which validate competencies in these areas.

Supervisory Responsibilities: Directly supervises Treatment Team Supervisors and Child and Family Therapists. Also responsible for the performance of Residential and Day Treatment Skills Trainers, on-call employees and volunteers. Supervision includes, but is not limited to; training, professional development, conflict resolution, team building, discipline, evaluation, hiring, and staffing determinations.

Education: Master’s Degree in Counseling, Psychology, Social Work or other field which qualifies the candidate to be a licensed professional counselor, clinical social worker, psychologist, or marriage & family therapist in the State of Oregon.

Certificates, Licenses, Registrations: Eligible for certification in the State of Oregon as a licensed professional counselor, clinical social worker, psychologist, or marriage & family therapist.  Once hired, the new Child & Family Therapist must agree to register and submit a supervision plan with their applicable licensing board within 3 months from the date of hire to be completed within 24 months. Maintain a driving record acceptable by the agency and a current driver’s license for state of residence, when authorized to use own vehicle for agency business, employee must maintain personal insurance.

Experience: Five (5) full years experience as a program administrator, case manager, direct care worker, and/or a therapist in a social services setting, plus two (2) years experience as a supervisor or manager responsible for supervising five or more employees. (Preference will be given to candidates with residential direct care experience.)

Job Knowledge: Work involves wide diversity of situations, new tasks and assignments of a high degree of complexity. Must be able to communicate effectively, coordinate multiple duties simultaneously, and be able to make decisions within careful and ethical interpretation of applicable laws, governmental guidelines and organizational policies. Must be able to operate independently with minimal supervision. Work is reviewed by the outcome of situations and by meeting weekly with the Clinical Director. Errors in work and decisions could result in legal action against the organization; breakdown of the Trillium Family Services treatment planning model; failure to meet JCAHO standards for certification; loss of revenue; negative impact on the clients’ progress in treatment; an unsafe environment for clients; negative termination of client placements; and loss of community credibility and support.

Skills: Computer skills; word processing and data entry.
