Job Summary: As the Business Systems Analyst, you will serve as the liaison between the IT team and business users. You will be required to provide general project management, business systems analysis, and subject matter expertise for business applications and processes. You will identify and analyze business needs, and assist in designing, training, testing and implementing technology initiatives.
DUTIES AND RESPONSIBILITIES:
|Demonstrates Competency in the Following Areas:|
|Coordinate and perform detailed research, review and analysis of solutions proposed by Business / Roadmap owners.|
|Assess, prepare and implement new products or vendor supplied upgrades to licensed products and applications.|
|Prepare high-level estimates of product costs, resources, technical issues, and business risks.|
|Plan, coordinate and prepare Business Cases as an assigned task in support of major projects.|
|Plan, coordinate, and facilitate business requirements gathering sessions, document the end-user requirements including the roles of the planned users.|
|Perform data analysis of proposed systems and mapping of application data to existing applications for required interfaces.|
|Ensure that new and upgraded system interfaces are adequately analyzed to successfully integrate with existing application systems and supporting technologies.|
|Works with user groups to develop efficient business processes and ensure these are being properly designed, utilized, and documented.|
|Create end-user documentation for new business processes, and for new and/or upgraded applications within the scope of either small departmental projects or major projects using standard templates.|
|Develop and document test scenarios based on business requirements and use cases for projects using standard methodology.|
|Complete all required trainings|
|Demonstrated ability to interpret complex systems and technical documentation and provide understandable summaries to non-technical staff.|
|Strong analytical skills and a background in performing complex business and product requirements analysis and producing comparisons between established business requirements and product features and functions.|
|Ability to plan and facilitate requirements analysis sessions that require the active involvement of cross-functional teams that consist of technical and non-technical personnel.|
|Ability to handle multiple competing priorities and projects in a fast-paced environment.|
|Outstanding written communication skills and the ability to work with standardized templates and methods.|
|Demonstrated ability to recognize the type of deliverable or documents required and to recommend the application of either a standardized template or an original document.|
|Demonstrated ability to prepare and deliver technical presentations to non-technical audiences.|
|Preferred experience with project management, quality improvement techniques and methodology including process mapping and work-flow analysis tools.|

Education: A Bachelor’s Degree in business, engineering or computer science is highly preferred.
Certificates, Licenses, Registrations: Maintain a driving record acceptable by the agency and a current driver’s license for state of residence, when authorized to use own vehicle for agency business, employee must maintain personal insurance.
Experience: This position requires a minimum of 2 years of professional Business Systems Analysis experience.
Job Knowledge: Operates and makes decisions within established guidelines, organizational policy and procedure, federal, state, and local laws, rules and regulations. Job involves a moderate degree of complexity in that employee deals with highly sensitive and confidential resident information. Work is normally reviewed by the Technology Director.
